Section 8 is a military term. When a solider suffers a traumatizing experience while at war and goes insane, they are put into "Section 8", which is a category for mentally unstable war veterans. This clan is an extension of a clan on Call of Duty, not based off the video game Section 8, or the movie.

The Section8 clan is centered around having fun with your fellow clan-mates while doing virtually anything that you desire. There are no requirements to join, except that you follow the clan rules.   Once you are a member, you will be asked to join the Section 8 Runescape website for News and Updates.
