This seems like one of the more easily resolved problems mentioned in the recent Lore Q&A stream.
One option is to simply abandon the expected escalation of quest difficulty. Why not have a Master quest follow a Grandmaster if that's what the story calls for?
Another is to organize story beats into chapters that copy the Missing, Presumed Death ==> Sliske's Endgame structure, with an introductory Novice quest and a climactic Grandmaster.
There are probably other solutions, but those are two that come to mind. First seems the most straightforward, but feel free to share your thoughts. Patrolling Lore FC almost makes you wish for a Great Revision.
