No, they are definitely the same group. They've been mentioned in certain Ports voyages too, and are known to have an abandoned fort on one of the Arc islands. There's a tie the opposite way too, with Kharidian exiles being potential Ports crew.

Their name most likely derives from the Skull region, though their presence is felt in adjacent regions and in the west.

Khnum may have created the gang, but since his arrest the remains have splintered. They were more of a mercenary group before, but now they'll do pretty much anything to earn money and survive.

It would be a bit silly and confusing to have two different gangs with the exact same name, a similar MO, and identical clothing (and even some identical NPCs).

That is deviously evil! So you mean Ozan's quest we did made us press the trigger for disaster ourselves! ie - Had we not arrested Khnum, none of this pirate business would have occurred! Had I known I wouldn't have rescued Prince Ali in the first place :(

Note: I'm just joking in regards to the last line. Had I known the consequences I would still have done it anyway for the quest cape lol :)

You have a group with a known prevalence (or whatever term you want to use) towards violence. They are known to be ruthless.
They don't care about the law as long as they get paid.

Ozan's quest is 5th Age. The events that happened with Ling and her fight with the Skulls in PoP were 5th Age.

The Skulls have been around for at least a few years.

At this point, like it is with any crime syndicate in real life, Khnum may have been the overall head of the group, but with some distance between the Arc and Draynor, there had to been a few lieutenants running the show over there.
They may have taken it upon themselves to get into the slaver racket, Khnum didn't discourage it since it made profit.
Fast forward several years, and the group operating in the Arc get more and more active in the Slave trade while Khnum is too focused on the Mist**in and Desert operations.

Much like some of the irl terror and criminal organizations, we take out the head of a local operation, but the other branches are still thriving ....

The silver lining is that the Arc Skulls have stuff, lots of stuff. May be too much stuff. We should relieve them of the burden of having to worry about it. All of their stuff will be far better off converted into coins for my pouch ^_^

tfw people actually fall for this. It's obvious to me that Jagex messed this one up, forgot the name, and are now trying to make it seem like this was the plan all along.
You're trying to tell me that the Skulls went from some nobody gang without a leader to being a dangerous Wushanko Isles mercenary group. Most of the Skulls in the Ozan quests weren't even Kharidian from what I saw. Not only that, but how the hell would they even GET to the Arc? Few people know about it, even fewer know how to get there, and even FEWER STILL would even dare to travel there under current circumstances.

I'm not buying it, Rowl*y.

Well we cleared the way in the 5th age for travel to recommence, I think. So The SKulls on both sides have had 4 years to discover that the monsters are gone and the way is once more open.

The monsters in the sae could have separated the 2 groups a while back, but not so long ago that they would have forgotten about their origins.
