I dunno TBH, current Phoenix lore establishes that Phoenixes are Guthixian, pretty nice, and exceptionally rare, to the point where under normal circumstances, only one Phoenix is alive at a time (current Phoenix & her brother Si'morgh were an extremely rare exception, same goes for our eggling pet potentially.)

The Queen of Ashes isn't about rebirth. She's about revenge.

Plus, if she were a Phoenix, she would have to attend a ritual every 500 years to be reborn, meaning that she would secretly be a Mahjarrat.

But to get this back on topic, my headcanon is that the Queen of Ashes is actually the Goddess of Woodcutters (mentioned by a random Lumberjack NPC pre-Battle of Lumbridge) after she was set on fire and burnt to a crisp.
