I dunno TBH, current Phoenix lore establishes that Phoenixes are Guthixian, pretty nice, and exceptionally rare, to the point where under normal circumstances, only one Phoenix is alive at a time (current Phoenix & her brother Si'morgh were an extremely rare exception, same goes for our eggling pet potentially.)
The Queen of Ashes isn't about rebirth. She's about revenge.
Plus, if she were a Phoenix, she would have to attend a ritual every 500 years to be reborn, meaning that she would secretly be a Mahjarrat. You never were our brightest star, Khazard. 'Vermin slaughtered like lambs'? What does that even mean?

But to get this back on topic, my headcanon is that the Queen of Ashes is actually the Goddess of Woodcutters (mentioned by a random Lumberjack NPC pre-Battle of Lumbridge) after she was set on fire and burnt to a crisp. You never were our brightest star, Khazard.
