Over a month having this issue, I don't know what else to do, can't afford to pay a VPN atm and I'm currently logged in from my university since I can't even log the website while being home.

Is there any solution to this?
Just the previous year I started investing more time into my account and now this happens, I expect some solution is being worked on for all of us players that are having this annoying issue.

I first had this problem last weekend. It persisted for two days and I was thankful to find advice on this forum. After making a report on the support page I was able to login on Monday.
The error has recurred on two occasions this week, but today I am again able to login. It really is frustrating and I wonder what is going on.
If the problem repeats itself I shall send another report, but that is clearly not a permanent solution.

The report just gives Jagex some information about the issue. Submitting the report won't have fixed the issue for you, that's just down to random chance I'm afraid.

The issue appears to be caused by the way some ISPs cache webpages, so the issue comes and goes as their cache drops and refreshes the pages it stores.

As the issue is in the ISP's systems, there's nothing Jagex can do from their end unfortunately.

Thx @Asahel Frost. That sheds some light on the issue, although it's hard to understand then why the error message reads as it does. I did indeed change my ISP a few months back. Since I now have a much faster connection, there is little incentive to revert to the old one. It's a question of swings and roundabouts, I guess.

This is a bunch of nonsense. They did something new, the problem is on their end, and they don't know how to fix it. I got "too many login attempts from your address" message OR "You have been blocked from logging in, please try again later." What I have done to solve this is find a service that will let me piggyback on another IP address and that has solved the issue. But they really really need to fix this bug on their end. :P

I have to disagree @Xereena. At the same time I was having problems with RS, I was also unable to even open the login page at my bank. The support team said just the same as on this forum above. Following the advice received from @Asahel Frost I contacted my ISP and was eventually able to kind of reboot my connection. This seems to have solved all the problems.
A VPN might have done that too, but I am pleased this worked out so well.
