There are no clans or teams engaging legitimately with this content...or very few.
This is a huge network all feeding into one source, and whilst there are a lot of legitimate players paying these clans for their protection, and the gold these players are farming might be for legitimate reasons - the money going into the clans is undoubtedly being RWT'd. The whole system itself is feeding gold selling.
On top of this, it is fuelling botting, go to the rev caves and you will see numerous bots, all someone has to do is pay a protection clan, and then they can run their bot constantly with no fear of being pked.
Not only is it fueling gold selling, and botting.. it's ruining the game for the average player.. pkers and pvmers alike. Let's face it, the wilderness is dead now, so places like the rev caves are one of the few places for pkers to go to pk people.. which is 99.9% impossible in the current climate because an overwhelming majority of worlds are locked down.

That's great, those games also have better systems in place for forming clans, and no afk training content. The very nature of the majority of the game in it's current state encourages solo, antisocial play, most of the best training methods are afk methods. I've played since before rs2 release, and i find the game in it's current form it's incredibly hard to even make friends on this game.. let alone form a pking squad big enough to tackle this issue!
All of that aside, it shouldn't be IMPOSSIBLE to do something without a large clan.
It shouldn't be a debate that it should be bannable to take money, from bots and goldfarmers.. to lock down content with a clan, in a game that is extremely geared towards solo play :S

Wilderness slayer, in theory is a good idea.. but the reward is not big enough to make enough people want to do it - in turn this makes pkers not bother hunting wilderness slayers. which results in low risk, and arguably, low reward. Proposal: increase slayer exp from monsters slain in the wilderness. A lot of people care about exp rates above anything else nowadays, so this would draw more people into the wilderness to do slayer. This idea may seem like it would be overpowered - but, more pkers would go after wilderness slayers, thus slightly reducing their exp rates, whilst still leaving them with a slight exp reward. I've NEVER been killed doing wilderness slayer.
Make more monsters with profitable drops throughout the wilderness.. doesn't have to be revenant tier, but decently profitable, better than green dragons at least, there's a lot of uninhabited space where monsters could go. East and west drags are always full of people, so these new locations would be too. Why not expand the wilderness? Adding more farmable monsters and more wildy slayer hotspots.
I like the idea of the ferox enclave in the wilderness, IMO what would be cool is if there was no way to teleport there and you had to walk through the wilderness to get there. Maybe add more minigames which have locations in the wilderness that you also cannot teleport to. In it's current state it doesn't do anything the fact that it's in the wilderness.
There's probably way more that could be done, just seems the wilderness being dead isn't a problem to jagex right now.. idk what the percentage of pvmers vs pvpers is in the game but I bet there'd be more PvPers if the wilderness was as active as it used to be

You said you weren't exactly sure of this idea because you want the caves to be a hotspot. THE ENTIRE ISSUE IS THAT IT'S A HOTSPOT which encourages the mass lockdowns in the majority of worlds and RWT aspect of them. Along with damaging how active the rest of the wild is.
I think it's worth going back to look at how they were originally originally designed. Where they spawned across the entire wilderness and roamed decently far from where they spawned meaning you could run into them practically anywhere. Where their levels acted just like how players do in the wild where you can only attack/get attacked by them if you were in their level range encouraging people of all lvls to decide how deep they wanted to go to face a wider array of revs. This also encouraged them to interact with almost any other wild activity and made it extremely hard for anyone to "lockdown" the area. It would also make pkers and pvmers to interact with each other much more in the wild whether through rev hunting, protecting each other, running into each other, etc.
This would make it difficult for a large group of people to lockdown the "area" because they could be anywhere in the wild. Not everyone would be equal lvls to whatever rev may be there, and the higher amount of travel would make the wild more engaging between basically anyone in the wild. Congratulations, you just advanced a Defence level.

Most importantly would probably be to ban account sharing. Multiple med level accounts in 1750-2k worlds are obviously shared between dozens of players and they stay logged in 24-7 in complete rag gear. So account sharing benefits the gold farming clan that camps 1750-2k. I honestly doubt other CCs are different.
Another solution could be for the revenant dragon to teleport "idle" players after 10-15minutes of standing in caves and start attacking them. So the 1 iteming raggers would get discouraged from camping the caves 24-7.
And ultimately, Amking was banned falsely for doing a civil service.

I'd love to know why Jagex has taken such an interest in the gold-farming activity related to Revenant Caves, but haven't said a word about the osrs services being sold aside from the inferno cape and the majority of RWT in the game which originates from people buying/selling/renting high level accounts to do cox, tob, zalcano, etc.
It has become popular to spread a fallacy that people need to pay for protection and there is some sort of organized crime going on within the Revenant Caves. Let's just call it what it is. People refer to everyone at the Revenant Caves as "gold farming Venezuelans". The amount of people in this game saying they're going to "hunt down the vennies" is ridiculous! It originated as systemic racism against people who spoke Spanish in the game and has turned into some silly game of cowboys and indians. The majority of the PvP community is in on the joke and the quality of silly role-playing content which has made its way to YouTube is pure gold.
Did you watch that video 25 Buttholes published 3 days ago? I personally couldn't stop laughing. Obviously, we are all allies. The vennies are ready to kill you!
All jokes aside, I'm really happy that the Revenant Caves exist as they are and hope that Jagex doesn't change them. I love watching people pking on Revenants and the discord notifications from several PvP clans I'm on telling me that there is action on the Wilderness. Things have only gotten better as new PvP clans haved formed after the release of the Ferox Enclave and many have gained an interest in learning PvP to "defend themselves" and "fight the problem".

No support. There has been nothing more annoying on the Wilderness than a dumb Revenant attacking you when you were trying to leave the Wilderness with loot low on food.
No support. No PvP clan wants people on the Revenant Caves to escape. You can add perhaps additional ways to enter the caves, but I wouldn't add ways to hide or escape.
No support. You don't want people camping the content less. It's going to turn into Warbands if you do that. There are currently clan chats filled with 100 people all day of people who enjoy spending all of their time in-game on the Revenant Caves. You wouldn't restrict PvMers from boss hunting all day and Skillers from grinding on hours without end. Don't restrict PKers from PKing. >.<
No support. Why would you want to make Revenants less profitable? Are you going to make Zulrah, Vorkath, Cox, Tob, Zalcano, etc. less profitable also? I doubt it.
