There is no doubt that skillcapes no longer command the respect they once did. In fact, some capes (cooking and fletching come to mind) are considered by some an embarrassment to wear. This is a result of several factors, most notable of which are increasing experience rates and increasing knowledge of game mechanics. It seems unlikely that either of these trends will be reversed, so to preserve the prestige of the skill cape, I propose the following:
Add some sort of cosmetic "tick mark" to a skillcape for each 10 million (or similar arbitrary number, possibly 13,034,431) experience past 99, up to an arbitrary maximum (say 10). I'm no graphic designer, but I know those artistic people at Jagex could come up with something that looks sick, especially for the fully maxed skillcape. These tick marks should be toggle-able on/off, in case you prefer the OG look of the cape.
I think this idea gives skillers, pvmers, and pkers alike a cool cosmetic reward for gaining experience past level 99. This idea takes the similar but seemingly unpopular idea of level 120 or 200m experience capes and makes it more accessible to the average player. It would also probably be easier to implement because Jagex wouldn't need to create 27 new cape models.
