Any form of MTX has a negative consequence(s), both to those who buy them and more so to those who don't. If you're naive enough to think that there aren't, then you simply haven't realized them. Here are some example negative consequences from portable Vic:

1. As with any form of MTX, in order for it to sell and make money for Jagex, the MTX has to solve a problem that the MTX buyer has with the game. With portable Vic, this problem can be that the player has bonus exp that he finds useless, as well as that the player finds the skill training boring, because otherwise he/she would not pay to skip it with bonus exp. Anyone who has those problems and doesn't pay for the MTX, will have to suffer from those problems, because if Jagex fixed them for those players, the MTX would not sell.

2. Portable Vic brings in enormous amounts of direct exp to the game, a process which does not consume any existing resources in the game. When those resources aren't consumed and their demand is decreased via the likes of portable Vic, their prices decrease due to the supply/demand concept (lower demand = lower prices and vice versa, lower supply = higher prices and vice versa).

3. Because companies like Jagex are run by shareholders, they are always looking for ways to increase their profit margins, which means either a) delivering less/worse service to us players and/or b) increasing monetization without delivering more/higher quality service. Thus, accepting portable Vic is going to lead to an even worse value/dollar spent ratio for the player when Jagex takes it as a green light to continue charging more money for less.

You should realize that Jagex is a business: money is their first priority, not your satisfaction. For MTX to be truly optional, the player should be able to get the paywalled thing without paying.

Unforseen events result in missing these limited time style events easily in some cases :)

Rather this stuff stay on Vic, otherwise i could of seen them just remove vic entirely in favor of his wares moved to Oddments instead.

Jagex is a business, their goal with MTX is to make it sell: even if the real Vic would still come back, Jagex could make him appear less and less often, stay for less amount of time, or even remove him completely, just to make portable Vic sell more. If they cared about the players, they'd not make the regular Vic a limited-time only event, instead they'd make him permanent and freely available for all members without having to pay extra.

MTX like this will never be truly optional, since Jagex will always design it so that you're pressured into buying it.

Yes I do, and I also know that "optionality" operates on multiple levels and isn't a straightforward concept, which is why I said "truly optional". The way Jagex presents "optional" with MTX is manipulative, wherein if you don't pay, you're going to have to suffer from problems that Jagex either intentionally added or refuses to fix for everyone, in order to sell the MTX. In comparison, if MTX was truly optional, you'd be able to bypass the payment and proceed from there as normal, yet Jagex doesn't allow this, so MTX is not truly optional.

With Vic, it's true that it's not mandatory to use, but using it can tremendously speed up your skill training and it can be easily used to get rid of the bonus exp you don't want. The problem is that if you don't use Vic, you stand no chance competitively against someone who does use him, your progress is slower than if you used him, and you could end up with bonus exp that you'll never use (e.g. bonus exp on a 200m exp skill does nothing to that skill). Holding Vic hostage behind a paywall if you don't wait for however long it takes for him to come back (and he's never guaranteed to come back) is one of Jagex's tactics to make it sell.
