RS3 has been dying, it's not 2006 anymore you're pricing for membership on RS3 is no longer inelastic.
Jagex should focus on making money off OSRS with membership deals, and RS3 micropayments for money you could attract more people if RS3 had membership benefits completely F2P.
There is so much dead content on RS3 that nobody is using due to low player count, had Jagex ever thought of this?
RS3 has so much content that is not being used due to the low player count since RS3 has treasure hunter keys they will still keep the Pay to Win content for all F2P either, and with a "hypothetical high player count" on RS3 it would mean more people could put money on Treasure Hunter.

I don't want to get people confused, let me be clear I'm not implying OSRS in this dilemma, I'm only referring to RS3 , honestly, guys, I want this game to succeed and be fruitful in the online game industry, not everyone around the world can afford a membership prize, we don't all live privileged lives, just look at Venezulea for example .
Just like Fornite being competently free which includes micropayments, RS3 should be completely free and just make money of treasure hunter and Solomons Store.
I'm not saying make OSRS F2P, because OSRS is the cash cow and has NO Pay to Win content making the game a true competition.

If not then how is Jagex going to increase their player count with competition on other video games?

Maybe if Mod Mark took a pay cut we would be able to afford membership content being f2p, just like how Iwata from Nintendo is having his pay cut in half due to Nintendo's poor performance when the Wii U came out.

the player count has been decreasing.

Example:
EOC player count MAy 13 2013: 62k Online players
Current Players: 20k

Research before you post your opinion, just because you have high skills doesn't mean you know anything about the real world.

your opinion is inaccurate, the player counts won't drastically change much(there is actually information on the internet if you take the time to research) , once you have a good argument I will acknowledge you.
